While online app growth and policy courses were live and localized in the country, developer policy violations remained high in the region, and academy content consumption was stagnant. Google global and regional leaders asked for scaled community-based programs to further build local app developer skills and reduce policy violations.

A hybrid "flipped classroom" program designed to upskill developers while fostering community. Developed a "Facilitator-in-a-Box" system (scripts, interactive activities and enablement) that let volunteer experts deliver professional-grade training to their peers at scale using Google Developer Groups.
- Certification and curriculum design. Learner reports of "significant confusion" about Play policy fell from 50.3% to 7.2%, and Study Jammers reported a 97.4% average learner satisfaction rating.
- Outsized impact. Indonesia alone represented a 31% increase in global certificate growth, eclipsing all other regional programs, and exceeding the expected pace of public policy commitments.
